coreutils: Stopped coreutils from building as long as no plugin is selected. with commit 26026 (https://dev.openwrt.org/changeset/26026) I see the coreutils package downloaded and build in my defconfig.

With the following patch, this default selection really does no build,
as long as no plugin is selected.
