x86/vsyscall/64: Warn and fail vsyscall emulation in NATIVE mode

x86/vsyscall/64: Warn and fail vsyscall emulation in NATIVE mode

If something goes wrong with pagetable setup, vsyscall=native will
accidentally fall back to emulation.  Make it warn and fail so that we
notice.
