kea: fix build issue with boost-1.90 static assert

The headers apparently changed in 1.90 from 1.89 and the
definition for BOOST_STATIC_ASSERT() needs to be brought
in explicitly from <boost/static_assert.hpp> which wasn't
previously the case.
