kea: create /var/lib/kea directory in init script

This is required to fix the following error:

kea-dhcp4: ERROR [kea-dhcp4.dhcpsrv.548449842384] DHCPSRV_MEMFILE_FAILED_TO_OPEN Could not open lease file: invalid path specified: '/var', supported path is '/var/lib/kea'
