ramips: mt7621: disable HiWiFi HC5962 by default

Disable the HiWiFi HC5962 images by default as the device has
insufficient flash space for 4.19 kernel.

 linux-ramips_mt7621/hiwifi_hc5962-kernel.bin is too big
